Smith wrote and sponsored HR7 - HR7 blocks PRIVATE INSURANCE from covering women's reproductive health and birth control.  This includes health care savings account money in flexible spending accounts.  It also block employers from receiving a tax benefit for providing a FULL RANGE OF HEALTHCARE TO WOMEN.  Full range is defined as reproductive and birth control.  Smith believes that any pre tax money is a tax funded abortion because he considers the Birth Control Pill to be an Abortion.  He is blocking basic women's healthcare from being covered by insurance.

HR3 redefines RAPE TO FORICIBLE RAPE.  Women would have to prove they physically fought their attacker.  NO - would no longer be good enough.  Women that were date raped or drugged and raped would have no legal grounds.  In this Bill children of incest would have to prove they tried to fight off the adult or the sex would be considered allowed freely.   If women wanted to get compensated for the costs related to their rape, they would have to file a claim with the IRS. The IRS would determine if their rape was legitimate and decide if the women could be compensated.  Smith's HR3 Bill became known as the Rape / Audit Bill.
