Manalapan Man, 23, Charged with Dealing Heroin
Police say he was dealing the illegal drug on two occasions in February.
A Manalapan man is facing accusations that he dealt heroin on two occasions in February.
Justin R. Black, 23, of Union Hill Road was arrested on Thursday.
Police charged him with possession of heroin, intent to distribute, distribution, and conspiracy with another person to distribute on Feb. 7 and again on Feb. 20.
Black is being held at the Monmouth County Correctional Institution on $40,000 bail, no ten percent option.
