Man Allegedly Fails to Register as Convicted Sex Offender

The Monmouth County Grand Jury indicted a Toms River man who recently moved to Manalapan and purportedly failed to register as a sex offender.

Vincent Stallworth, 47, of Toms River, was indicted by the Monmouth County Grand Jury for allegedly failing to register as a convicted sex offender within Manalapan Township between the dates of April 2 and Aug. 17 of 2012.

According to the indictment released by the Monmouth County Prosecutor’s Office, Stallworth had previously been convicted of sexual assault on October 28, 1994 under an Ocean County indictment.

Under this conviction, Stallworth is required to provide at least ten days notice to the local law enforcement agency of the proposed change of address. Therefore, Stallworth’s alleged failure to register as a convicted sex offender with the is an indictable offense.
