The 2013 budget was adopted Tuesday.
The Manalapan Township Committee approved the 2013 municipal budget on Tuesday night with a 4-0 vote; Committeman Andrew Lucas was absent from the meeting. The final budget sees a total tax rate of 2.070 cents per $100 of assessed valuation. This tax rate includes the Manalapan-Englishtown Regional School District, the Freehold Regional High School District, county tax, municipal tax, municipal open space tax, and the fire district tax. The municipal tax rate represents 17 percent of every dollar Manalapan collects. The 0.5 cent municipal rate increase translates to 34.4 cents for every $100 assessed valuation. Manalapan Township's second quarter taxes are due on Wednesday, May 1. New Jersey law (NJSA 54:5-67) allows the township to permits a 10 day grace period. Payments must be received in our office on or before May 10, all payments received after 4 p.m. on May 10 will accrue interest harges calculated from the original due date of May 1. The Tax Collector's Office closes at 4 p.m. Monday through Friday. After hours, taxpayers may utilize the drop box located on the Tax Collector's Office door. Manalapan Township residents can expect a minimal municipal tax rate increase of 0.5 cents, a 1.59 percent tax increase from last year, Township Administrator Tara Lovrich explained at the Township Committee meeting Wednesday night. The municipal tax rate represents 17 percent of every dollar Manalapan collects. The 0.5 cent rate increase translates to 34.4 cents for every $100 assessed valuation. The average Manalapan home is assessed at $379,421 for which this increase would mean paying an additional $1.71 in taxes per month or $20.51 more per year. The Manalapan-Englishtown Regional School District Board of Education approved the 2013-2014 budget at their meeting on Thursday, March 21, which is seeing a slight tax rate increase in Manalapan and Englishtown from 2012-2013. The total budget of nearly $83 million sees an estimated tax rate of $0.9248 for Manalapan and $0.7865 for Englishtown Borough per $100 of assessed property value, which is a $0.013 rise in Manalapan and a $0.008 increase in Englishtown. The budget has also increased by 2.2 percent from last year by a total of $1,795,947. This budget is not taking advantage of the automatic tax levy waiver for Health Benefit costs. Manalapan's property tax bills remain less than the state average and the township's tax increase from 2011 to 2012 was 0.5 percent less than the state average. The $7,593.95 for Manalapan Township was less than the statewide average of $7,870.28 and the property taxes increased in the township 1.2 percent from 2011 to 2012, according to a Star-Ledger analysis. Property tax bills actually decreased in 117 municipalities, and remained flat in 4 others. The Star-Ledger reported noted that property taxes statewide rose 2.4 percent in 2011, the first year Christie’s 2 percent cap was in effect. Therefore, in order to avoid interest charges payments must be received by the Tax Collector's Office on, or before, Aug. 21.
